To start, mince a clove of garlic, and slice some scallions.
Pat dry the chicken with a paper towel and trim the fat off of the chicken thighs.
Add the soy sauce, honey, and rice vinegar to a bowl, and mix well.
Preheat a pan to medium-high heat. Add oil to the pan and the chicken, cook for 8 minutes on one side, then flip it and cook for another 4-5 minutes or until it reaches 165°F. Set aside when done and lower the heat to low.
Add a TBSP of oil to the pan and add the garlic. Cook for 30 seconds, then add the soy sauce mixture. Cook for 1-2 minutes, whisking occasionally.
Add the chicken back to the pan. Turn the heat up to medium heat. As the sauce begins to thicken, start basting the chicken until the marinade begins to stick to the chicken and it is done.
Rest for 5 minutes and slice the chicken.
Set the cooked chicken on top of a bed of rice or noodles and garnish with sesame seeds and scallions. Enjoy.
